Richard J. Hartnett
Captain
Hartnett, throughout his Coast Guard career, has been dedicated to excellence
in radionavigation.He was Loran a
project engineer at the USCGElectronicsEngineeringCenter
developing the first Remote Operating System.Since
1986 he has been an enthusiastic instructor of future Coast Guard officers
at the Academy.He developed thorough
and balanced courses in radionavigation, ensuring Loran competence in potential
Loran operators and engineers.He
is now the Academy’s Engineering Department head and continuing his dedication
to advancing knowledge of Loran and other radionavigation services through
his Research and Development programs.
For
his dedicated and continued interest in Loran-C, the use of new technology
to increase function and performance, and contribution to the
implementation of integrated navigation,
