Captain Richard J. Hartnett 
Captain Hartnett, throughout his Coast Guard career, has been dedicated to excellence in radionavigation.He was Loran a project engineer at the USCGElectronicsEngineeringCenter developing the first Remote Operating System.Since 1986 he has been an enthusiastic instructor of future Coast Guard officers at the Academy.He developed thorough and balanced courses in radionavigation, ensuring Loran competence in potential Loran operators and engineers.He is now the Academy’s Engineering Department head and continuing his dedication to advancing knowledge of Loran and other radionavigation services through his Research and Development programs.
For his dedicated and continued interest in Loran-C, the use of new technology 
to increase function and performance, and contribution to the implementation of integrated navigation,

For the past 17 years Paul W. Schick has lead a team of hardware and software engineers in the development of the first receivers to use “all-in-view” technology.His contributions have lead to significant performance improvements in marine, aviation and timing performance of Loran-C.These performance improvements have not only demonstrated the potential of the existing Loran-C system, but have also set the foundation for the evaluation and future expansion of eLoran.
